Tragically, the Southeast Missouri Region has had it's share of drownings. In response to these tragedies concerned individuals and businesses banded together to form the Southeast Missouri (SEMO) Regional Water Safety Council Inc. In 1999 the council was granted a certfifcate of incorporation as a Missouri Nonprofit Organization. Since then the Council has been granted exemption from Federal Income Taxes under the IRS Code 501 (c) (3) and classified as a Public Charity under IRS Code 170 (b) (1) (A) (vi). This classification allows tax deductible contributions to the Council. Additionally the Council is able to recieve tax deductible bequests, devices,transfers or gifts under sections 2055, 2106 or 2522 of the code.
Since it's inception the council has promoted water and boating safety in the Southeast Missouri and Northeast Arkansas regions. The council accomplishes this through special water safety events, grants, educational programs, safety materials, speaking engagements and more.
The SEMO Regional Water Safety Council, Inc. meets every third Tuesday at the Bill Emerson Memorial Visitor Center located at Wappapello Lake beginning at 10:00a.m. from March through October.
The council has been awarded various grants since it's inception. The Life Jacket Loaner Program from a BoatUS grant helps boaters with their youth life jacket needs at Wappapello Lake. This program was so successful the the council has established it's own program to offer life jacket needs for any reason at six sites at Wappapello Lake and one site at Clearwater Lake. Effective 2011 we added additional sites in Poplar Bluff, Doniphan, Grandin, Patterson and Van Buren bringing the total to 14 sites.
This dedicated group is actively involved in special events, such as Ranger Willie's Wet 'n Wild Waterfest and The Festival of Lights Christmas Auto Tour, in order to promote water and boating safety awareness.
The council is a member of the Poplar Bluff Chamber of Commerce and has a working relationship with the US Army Corps of Engineers Wappapello Lake and Clearwater Lake, Wappapello State Park and the Water Patrol Division of the Missouri Highway Patrol.
